Like most tribes, the CTUIR has extremely limited financial resources, and in the late 1980s they were even more limited than they are today.  The CRPP realized that the only way the program would be able to grow and thrive would be if it were able to sustain itself.  Since that time, we have managed to sustain an ever-growing staff of tribal members and cultural resource professionals almost exclusively through contracts.
